1. check /etc/rc.conf and see what the time variable is set to UTC or Local. Set your BIOS time to whichever you are going to use.
2. If you are dual booting windows then use local and set your bios time to local as Windows isn't smart enough to figure out UTC.
3. You did make the symlink to the proper timezone per the install instructions?
There were some posts recently that said they had to set the hardware clock once /etc/rc.conf was set and the time was set.

I've gone over my Gentoo install quite a few times and I still can't figure
out why local time isn't properly set.
